On some platforms like the 2960 and 3750 you can loop that stackports on themselves and have the ports come up. If you want to test the stackports you can loop them back on each other before you power on the switch. If tech assistant see's that the stack ports are OK, it will add "stack ports ok" to the description.
The 3850 platfrom does not seem to support looping back of the stack ports.
